The 2000 Plan establishes an internal campus loop road for the first time in the University's history to minimize vehicular traffic through the academic core and give priority to pedestrians. The Loop Road encloses 200-acres and provides new sites for up to ten parking garages with approximately 7,000 spaces distributed to serve the campus and minimize impacts on the external traffic network.

The 2000 Plan also creates a system of well-connected open spaces surrounded by new and existing building sites. The system extends and enhances the patterns of buildings and lands that exist on the campus. In the process of creating a loop road, a crescent-shaped green space and main entry is established providing a ceremonial approach to the campus from the adjacent street.

ColeJenest & Stone provided a campus facility plan for the 1,000-acre campus as a companion document to a previous master plan, one that established a coherent, systematic pattern of growth from a campus of 16,800 students to one of 30,000 students throughout the next 20 years.

The Plan takes a fresh look at the making of sites and places on the campus. Specific uses and their locations are suggested, though neither is prescriptive and flexibility is emphasized. The Plan provides an additional 3 million gross square feet of academic space above the current 1.4 million square feet on the campus.

The philosophy and intent of the planning document is to provide a fluid plan to meet conditions of certain changes over time. It was ColeJenest & Stone's intention the Plan be considered an evolving document, with the potential for revision, while maintaining an underlining organizational structure for creating a memorable university setting. The campus is characterized by severe topography and vehicular and pedestrian circulation restraints.

The Plan incorporates an important new research campus expansion with 1.5 million square feet of research and academic space and well-placed green spaces, courtyards, and quadrangles in addition to a new entrance to the campus from US 29.
